Report Shows Increase In Accidents, Parking Violations
WARSAW — The annual Warsaw Police Department’s traffic report showed an increase in traffic accidents and parking violations in 2015. The report was presented Wednesday, Feb. 2, at the Warsaw Traffic Safety Commission.
Property damage accidents increased by 91 between 2014 and 2015 while personal injury accidents and the number of people injured decreased. According to the report there were 852 property damage accidents in 2015, compared to 761 in 2014. There were 127 personal injury accidents in 2015 down from the 133 in 2014. The number injured totaled 171 in 2015 compared to 193 a year earlier. There was one fatality in 2015.
The majority of accidents in 2015 occurred in February with 102 collisions, followed by 97 in July, 89 in October, 86 in September,85 in March, 84 in October, 83 in January, 80 in August, 79 in May, 68 in December, 65 in June, 62 in April. The highest month in 2014 was January with 93.
The report provided collisions by day of the week, time of day and contributing circumstances. Friday was the highest day for accidents in 2015 with 182 collisions. The second highest day was Wednesday with 155 and the lowest day was Sunday. There were 95 Sunday accidents in 2015. The report shows 152 accidents on Thursdays, 148 on Tuesdays, 141 on Mondays and 107 on Saturdays. Friday was also the highest day for accidents in 2014.
During 2015 the majority of the accidents occurred between 11 a.m. to 1:59 p.m. or the lunch hours with 264 accidents. There was 249 accidents between 4-6:59 p.m. or when people headed home from work; and 173 in the mid-afternoon, 2-3:59 p.m. The lowest time of day for accidents was between 10-11:59 p.m. when there were 27 accidents in 2015.
While unsafe backing was the leading cause for accidents in 2014, failure to yield the right-of-way was the cause in 2015, with 196 accidents caused by this circumstance. Following too closely resulted in 186 accidents, 180 unsafe backing, 62 disregarding signal/sign, 59 caused by roadway surface conditions, 56 by improper turning, 47 by distracted drivings, 35 caused by an animal in the roadway, 13 from drugs or alcohol, and nine caused by cell phone use.
Detroit Street (SR 15) remained the top location for accidents, with 148 accidents occurring on this roadway, followed by Center Street with 137, Lake City Highway (US 30) with 125, Winona Avenue with 44, Walton Boulevard with 40, Buffalo and Parker streets tying with 38. In 2014 Lake City Highway was the second highest roadway for accidents and Parker Street was the lowest.
Rear end collisions were the top manner of accidents in 2015 with 291 reported, 226 accidents were right angle crashes, and 142 were backing accidents. There were 103 accidents due to same direction sideswipe. The 2014 statistics were in the same order of manner.
Citation Statistics
Warsaw Police issued 6,420 traffic citations, arrests and warnings in 2015, compared to 8,412 in 2014. Warning citations were the highest for both years. In 2015 there were 4,397 warnings issued, 1,571 infractions, 422 misdemeanor citations, and 30 felony traffic arrests.
The infractions included: 421 seat belt/child restraint citations, 226 speeding citations and 192 driving while suspended citations.
Misdemeanor citations included 139 operating while intoxicated citations, 133 driving while suspended citations and 43 operator never licensed citations.
Felony traffic arrests included 19 OWI with priors and 13 habitual traffic violator arrests. There were 1,230 speeding tickets issued, 414 tickets for no or improper lights and 347 disregarding signal or sign citations issued.
Parking Statistics
Parking statistics were up for the city in 2015 over 2014. Officers issued 2,056 parking violations in 2015 compared to 1,761 in 2014. There were 1,137 first overtime parking tickets issued and 37 second overtime parking citations issued. The year saw 26 handicap parking violations, 832 improper parking violations and 24 no parking violations.
