Jan. 21—Ryan David Howard, 38, Monticello, was booked for operating a vehicle while intoxicated-endangering a person, operating a vehicle while intoxicated-controlled substance, possession of methamphetamine, possession of a controlled substance, possession of marijuana and possession of paraphernalia.
