On Aug. 4, officers with the Warsaw Police Department responded to a report of an alleged armed robbery involving Risner. The victim told officers that Risner had robbed her of money, forcing her to remove the money from an ATM. She further stated that Risner was armed with a handgun and lifted his shirt to show her the butt of the gun.
According to the affidavit of probable cause, the officers were able to locate Risner at his Warsaw apartment. Risner denied being involved in a robbery. According to the officers, they could detect a strong odor of marijuana while talking to Risner. The police report stated that Risner attempted to flee into the apartment and barricade himself. Officers yelled at him to stop but Risner continued. Entry was forced into the apartment and Risner was taken into custody at that time.
The police report states that while officers were at the residence, they detected an overwhelming odor of marijuana. On Aug. 5, the officers obtained a search warrant for the residence.
According to the affidavit of probable cause, the officers located 147 grams of marijuana, 180.7 grams of TCH edibles, 83.6 grams of hash oil and five plastic bags of a crystal substance. The substance was packaged in 1/8 ounce increments, a common way to distribute crystal methamphetamine. The substance did not test positive for methamphetamine.
Officers also located two sets of digital scales, numerous smoking devices with residue and silicone containers and tools used for housing and handling hash oil.
Risner was previously convicted of possession of paraphernalia on May 15, in Kosciusko County Superior Court.
Risner was released on his own recognizance and has an initial hearing scheduled for Oct. 4.
