Man Who Threatened Police Chief Facing More Charges
WARSAW — A Rennselaer man accused of threatening Warsaw Police Chief Scott Whitaker is facing additional charges after allegedly violating a no-contact order.
William Burn Howard, 49, 621 South College Avenue, Rensselear, was originally charged with two counts of intimidation, a level 6 felony. According to court paperwork, he now faces two counts of invasion of privacy, a class A misdemeanor.
According to the affidavit of probable cause, Howard violated a no-contact order in a case involving Warsaw Police Chief Scott Whitaker.
According to information in the affidavit of probable cause, on Dec. 9, 2019, Whitaker received a phone call from Howard in which he allegedly accused Whitaker of harassing his ex-wife. Howard allegedly said he would be coming to get Whitaker.
Howard further said he would be impeaching Whitaker and wants his resignation. Howard told Whitaker that he (Howard) is an MMA fighter and that Whitaker would need protection. He added that if Whitaker files anything on him, Whitaker “will know what the wrath of God feels like.”
On Dec. 10, Whitaker received a voicemail message from Howard saying he is filing a declaration of extraction due to the endangerment of his ex-wife by her driving a car, said the affidavit.
A day later, a Kosciusko County dispatcher received a phone call from Howard in which Howard told her there would be an emergency call for his ex-wife. He informed the dispatcher that he had an infrared dot on her head and that he wanted her to go to his family’s residence to make sure they are alive. He provided a cell phone number and told the dispatcher to call him, saying that she “better hurry because he’s about to squeeze his finger.” During the phone call, Howard was reportedly using profanities and speaking in a threatening manner.
On Dec. 12, Howard was booked into the Kosciusko County Jail and served the no-contact order, said the affidavit of probable cause. He was later released on bond.
On Tuesday, Jan. 7, police learned of recorded phone calls made earlier on that day and the previous day by Howard to the Kosciusko 911 Communications Center. During each call, Howard threatened to injure Whitaker. Howard told the dispatcher to convey his word to Whitaker, the affidavit said.
On Tuesday, Howard was booked for a bond revocation in the Kosciusko County Jail.
