NORTH MANCHESTER — A Statewide Silver Alert has been declared for a North Manchester woman.

The North Manchester Police Department is investigating the disappearance of Penelope Kelsey, a 50-year-old white woman who is 5 feet 9 inches tall and weighs 150 pounds. She has brown hair and hazel eyes. Penelope was last seen wearing a black shirt and black pants.

Penelope is missing from North Manchester and was last seen at 10 p.m. Thursday, Jan. 27. She is believed to be in extreme danger and may require medical assistance.
