NOTICE TO NEIGHBORHOOD ASSOCIATIONS, RESIDENTS OF THE AFFECTED NEIGHBORHOOD, TAXPAYERS AND ALL OTHER PERSONS AFFECTED OF PROPOSED RESIDENTIAL HOUSING DEVELOPMENT PROGRAM OF THE TOWN OF SYRACUSE REDEVELOPMENT COMMISSION AND NOTICE OF INFORMATIONAL MEETING THEREON (ALLEN DEVELOPMENT AREA)
Neighborhood associations, residents of the affected neighborhood, taxpayers of the Town of Syracuse Redevelopment District and all other persons affected hereby are notified that the Town of Syracuse Redevelopment Commission (the “Commission”) is considering the adoption of a Declaratory Resolution (the “Declaratory Resolution”) establishing the Allen Development Area (the “Area”), an allocation area (the “Allocation Area”) consisting of the entire Area, and a Residential Housing Development Program (the “Housing Program”) in connection therewith. The proposed Area is located on the north side of the Town of Syracuse, Indiana off of Indiana Avenue and south of County Line Road and consists of Parcel # 008-021-002. The Area is approximately 9.10 acres in size.
The Commission proposes in the Declaratory Resolution to use incremental real property taxes levied and collected in the Allocation Area in accordance with Indiana Code 36-7-14 and Indiana Code 36-7-25 to finance road improvements, utility infrastructure improvements, park improvements, public safety improvements and economic development & governmental facility projects, all in or connected to the Allocation Area (collectively, the “Project”). The proposed Declaratory Resolution, the Economic Development Plan and Residential Housing Development Plan for the Area, and supporting data including maps and plats describing the proposed Area, have been prepared and can be inspected at the office of the Secretary of the Commission, 310 North Huntington Street, Syracuse, Indiana 46567 (the “Town Hall”).
Notice is further given that the Commission on April 19, 2022 at the hour of 6:30 p.m., local time, in the Council Chambers at Town Hall, in accordance with Indiana Code 36-7-14-53(d)(3), will hold a public meeting to obtain views of neighborhood associations, residents of the affected neighborhood, taxpayers and any other interested parties to obtain their views with respect to the proposed Housing Program, as well as the proposed Declaratory Resolution, the Area, the Allocation Area and the Project all in connection therewith. At the public meeting, which may be adjourned from time to time, the Commission will hear all persons interested in the proposed proceedings.
