Warsaw Man Arrested For Failing To Register As Sex Offender

WARSAW — A Warsaw man with two prior convictions for failing to register as a sex offender was recently arrested on similar charges.
Hagen Delbert Dominie, 30, 1606 Tippecanoe Drive Apartment A1, Warsaw, is charged with failure to register as a sex offender, a level 6 felony; and failure to register as a sex offender with a prior conviction, a level 5 felony.
On July 10, 2023, an Indiana State Police trooper was patrolling on US 27, south of Fort Wayne, when he saw a speeding vehicle and initiated a traffic stop. The trooper spoke with the driver, later identified as Dominie, who said he was heading home from work.
According to court documents, Dominie provided the officer with a valid New York driver’s license with a Warsaw address. He said he lived in Fort Wayne for the last two weeks and was attempting to obtain his Indiana driver’s license.
The trooper learned Dominie’s Indiana driver’s license was expired and that Dominie is a registered sex offender. Dominie’s Warsaw address was the last known location listed on Dominie’s offender registry.
Dominie is required through convictions in New York to register as a sex offender. The registration start date is September 2011, with no registration end date. He completed a sex offender registration with the Kosciusko County Sheriff’s Office in Sept. 21, 2022. At that time, he listed his address in Warsaw.
In the signed registration form, Dominie acknowledged having to report any change to his principal residential address no later than 72 hours after the change to KCSO.
Dominie has two prior convictions for failing to register as a sex offender in Kosciusko County. The convictions occurred in 2014 and 2016.
Dominie was booked in the Kosciusko County Jail on July 22, 2024.
