Claypool Council Revisits ORV Ordinance
CLAYPOOL — Claypool Council revisited the off-road vehicle (ORV) ordinance approved last meeting.
The ordinance that was approved banned ORV use in city limits. It was clarified that this is meant for recreational use of these vehicles, particularly through public property, and does not affect use by town officials doing business, vehicles used during farming operations or the use of ATV’s for reasons such as plowing in the winter.
“The ordinance was meant for people who are hot-rodding these things around,” said attorney John Barrett.
The council is considering adding further stipulations to clarify usage in the ordinance. At current it is being left as a judgement call for law enforcement.
At the start of the meeting Council held the public budget hearing for the 2017 budget. The budget is as follows: rainy day fund, $2,630; general fund, $151,395; local roads and streets, $14,000; motor vehicle highway, $27,350; cumulative capital improvements, $3,500. The total budget is $198,875.
The meeting to adopt the budget will be held 6 p.m. on Oct. 27 at the Claypool Lions Club.
In new business, the Council approved a motion to extend the contract with Advanced Disposal until Dec. 31, 2019, a two year extension. In return for this extension Advance Disposal will provide the town with 96 gallon trash carts at no cost. The hope of the council is the carts will easily allow residents to move their trash bins off of the street curb and back towards the residence.
It was discussed that if the carts do not make a difference in the number of bins left on street curbs then an ordinance will be drawn up.
Other business:
- Trick or Treating will be Oct. 31, from 6-8 p.m.
- Law enforcement computer updates discussed at last meeting will be installed Oct. 24.
- Council is looking at options to board up a fire damaged house on South Main Street.
The next official meeting will be Monday, Nov. 21, at 7 p.m.
