Progress Being Made At Fort Wayne Street Rentals
WARSAW — Property Manager Eugene Frye was present at the code hearing Feb. 21 to follow-up with progress made on the rentals he manages on behalf of Hugo and Sarah Pedroso at 504 E. Fort Wayne St., Warsaw.
Frye was present with attorney Isaiah Vanderpool. Code violations were first issued to Hugo Pedroso in April 2016, with little improvement since then. Frye was hired as the property manager just three weeks ago and, with a contractor, is already 60 percent compliant.
Frye and Vanderpool thought another 30 days would be sufficient to be in compliance and pass an inspection. Hearing officer Lawerence Clifford gave them 60 days, ordering a $2,500 civil penalty if an inspection is not passed by April 21.
Possible demolition was discussed for a residence at 519 N. Park Ave., Warsaw. Homeowner Faviola Duran purchased the house in Oct. 2015, inheriting a list of code violations concerning the homes’ foundation and dilapidated roof. Duran has only done electrical work since purchasing the home.
Clifford was unsatisfied with the time it has taken for improvement and ask Duran for a timeline of expected home improvements. Duran hoped to have the foundation completed by the end of April with improvements to the roof and ceilings done by August. A reset was made for May 15. Clifford stated that if work was not in progress, demolition will be visited.
Two cases were back from the December hearing. Kyle Babcock’s residence at 330 Ringneck Trail, Warsaw, will finally be off the docket pending a positive inspection. The last issue seen in December was a mold problem, but Jeff Woken with Altisource testified that professional remediation had been done.
The county inspector’s office was still waiting for the air quality results to be interpreted, however, Clifford was ready to be done with the case.
The residence at 502 W. Winona Ave., Warsaw will be facing demolition. Homeowners Ralph and Joellen Fitch have been unresponsive despite hand delivery of service posted Feb. 2. Clifford ordered the building demolished seeing the property in significant deterioration. Salvage removal was also ordered.
The Fitchs also own a garage near 832 E. Market St., Warsaw. Again, the hand delivery of service was ignored. The house in front of the lot was previously demolished, but the garage sat on a different parcel. The code violation list from Nov. 2016 lists significant deterioration and sagging support. Clifford affirmed that the cost of repairs exceed its worth and ordered it demolished.
In other business:
- A garage at 1027 E. Market St., Warsaw, was ordered demolished pending Sheriff’s sale of the property Feb. 28. The case was reset for March 20.
