City Gets First Look At Proposed Sewer Rehabilitation, Plant Expansion
WARSAW — A presentation and public hearing were held on the proposed sewer rehabilitation and wastewater treatment plant expansion during the Warsaw Common Council meeting on Monday, Aug. 21. The total estimated cost is currently set at $40 million with an anticipated completion date of 2020.
The presentation was made to fulfill requirements to apply for the State Revolving Fund Loan Program. No official decisions were approved at the meeting, there will be further steps before the project becomes a reality.
The proposed project will be completed in two phases.
Phase I will involve the rehabilitation of failing sewer pipes. Over 73,000 linear feet of sewer and 250 sewer manholes will be rehabbed. The project will also replace 2,600 LFS and 30 sewer manholes. These improvements will extend the life of the pipes for 50 years and cost $10 million.
Phase II is expanding the current wastewater treatment plant by 50 percent to six million gallons daily. The treatment plant will also be converted to an anaerobic system. The expansion will allow proper capacity for the next 20 years.
Phase I of the project is deemed necessary due to the failing status of many current pipes. The rehabilitation would prevent road failures, emergency projects and would be more cost effective than replacing the sewer lines. Phase II is deemed neccesary because the current treatment plant has already reached 90 percent capacity.
A copy of the report presented will be available for public viewing for the next five days at city hall. Written comments on the project can be sent to Wessler Engineering, 6409 Constitution Drive, Fort Wayne, prior to Aug. 28.
The preliminary Engineering Report was approved by the council and the board also approved a Signatory Authorization Resolution regarding the report.
The remained of the three hour meeting was spent with department heads presenting their 2018 budgets. Representatives for the aviation department, building and planning department, cemetery department, fire department, human resources department, parks and recreation department, police department, public works department, clerk/treasurer department, mayor and common council were present.
The 2018 budget adoption public hearing will be held at 7 p.m. on Oct. 2 with the first reading of the budget. The final reading of the 2018 budget will then be held at 7 p.m. on Oct. 16.
