Leesburg To Begin Enforcing Updated Ordinances

LEESBURG — Town ordinance enforcement was discussed at the Leesburg Town Council meeting Monday, June 12.
Although the revised version of some ordinances are not yet on the town’s website, Attorney Nick Jacobs told the council he believes the effective date of the revised ordinances began once council voted on them since a copy had been published prior to that meeting.
The town is still waiting on the updated ordinance books to arrive, so the language on the website and the printed language in the ordinance books is the same. Leesburg Clerk-Treasurer Mike Searfoss said he was told on May 18 the completion date for the books was six to eight weeks out.
Regarding the revised refuse ordinance, Leesburg Town Council Vice President Tom Moore said there are some properties in town that are “looking like something I don’t want and are in direct violation of the ordinance.”
Jacobs will be sending out letters, as well as copies of the updated ordinance, to property owners who are in violation.
Street Commissioner Craig Charlton said he also issued several ordinance violation warnings related to residents mowing grass clippings into the street.
In addition, Charlton received two complaints related to the same dog. One was about the dog barking; the other was about the dog running around off-lead/leash. The dog was reported as being vicious.
A copy of the ordinance was left at the door of the owner’s property. If another violation occurs, the dog may be removed.
In another matter, Town Council President Christina Archer said the application process has been completed related to the K-21 walking path/sidewalk project. Work is to begin soon on Van Buren Street and will be done by Butt & Timmons Construction.
The new sidewalks become the property of the residents and are to continue to be taken care of by residents. According to Ordinance 93.55 B, “sidewalks and trees are the property and responsibility of the residents.”
Town officials would like to remind residents of the following: no parking on any street between 3-5 a.m. (every day); no burning anything, any time; and please be mindful of what you flush.
In other news:
- Reminder: town cleanup days for 2023 will be Friday, June 23, and Saturday, June 24.
- A decision was made that preventative maintenance checks on the main pumping station will be done bi-weekly rather than weekly.
- Derek Tenney of Tenney & Sons Inc. provided a monthly sanitary sewer report. Tenney said during a recent check, he noticed that the generator at the main lift station did not disengage on its own. Moore said the generator needs to be serviced and the issue needs to be addressed. Moore will be speaking with a company on Tuesday about this.
- The town council will have a budget workshop at 6:30 p.m. June 26.
- The next regular meeting will be 6:30 p.m. July 10.
