Warsaw Man To Serve Two Years In Prison For Child Seduction

WARSAW — A Warsaw man will serve two years in prison for sexually abusing a child.
Raymond Clifford Barr, 33, 2914 N. Williamson Drive, Warsaw, was charged with child seduction, a level 5 felony; and contributing to the delinquency of a minor, a class A misdemeanor.
Barr was sentenced in Kosciusko Superior Court One on Thursday, Aug. 29.
For child seduction, Kosciusko Superior Court One Judge Karin McGrath sentenced Barr to five years in the Indiana Department of Correction, with two years executed and three years suspended on probation.
Barr also received a one-year DOC sentence for contributing to the delinquency of a minor, with this sentence being served at the same time as the child seduction sentence.
In total, Barr received a five-year DOC sentence, with two years executed and three years suspended on probation. A no-contact order between Barr and the child remains in effect. Barr must also register as a sex offender.
At sentencing, a victim impact statement and a letter in support of Barr were both submitted as evidence.
Deputy Prosecuting Attorney Joseph Sobek asked McGrath to give the child’s statement great weight, noting how Barr’s actions have affected the child and their future.
Defense Attorney Jay Rigdon asked the court to provide Barr with the opportunity for probation with strict limits. He also noted several family members at the sentencing in support of Barr.
“The facts and circumstances are very clear,” said Rigdon. “He went the opposite direction of what his relationship with this child should have been. This is an aberration, and not who Raymond is.”
Barr apologized for his actions in court.
“It’s hard to put into words how horrific it is when a grown man takes advantage of a vulnerable child,” said McGrath.
McGrath also noted a statement Barr made in his pre-sentence investigation report about feeling “betrayed and offended.”
“To go on and, in essence, blame the victim tells me something about your character,” said McGrath.
On Feb. 27, the Indiana Department of Child Services contacted a Kosciusko County Sheriff’s Office detective regarding a child being sexually abused by Barr.
According to court documents, during an interview on Feb. 29, the child said Barr inappropriately touched them and the sexual contact escalated. Barr also gave the child his wedding band, which the child wore on a necklace.
In an interview on March 8, Barr initially denied sexual contact with the child, but later said he had sex with the child around four to five times since December 2023.
